I've been homeless for years, and know for sure that the INDIVIDUAL HOMELESS ARE NOT THE PROBLEM... IT'S THE GROUP VAGRANTS IN HOMELESS ENCAMPMENTS, who pose a flagrant THREAT TO CIVILIZATION. The GROUP VAGRANTS might not be at the level of the CRIMINAL YOUTH GANGS roaming the streets of Washington D.C., but they still create a GROUP STAGE for unclean, diseased, and unseemly mating practice (that emboldens prostitution) demonstrations of filthy living, where communities rarely enable such behavior from their people (who generally concentrate mating practice in neighborhoods and housing areas).

SOLUTION: The Government should offer those GROUP VAGRANTS "NORMALIZED LIVING ARRANGEMENTS" (for the uprooted in America) by giving them FREE trailers in RV/Mobile Home parks.
